Social relief of distress is a type of support meant for persons who are in such grave financial need that they are unable to provide for the most basic necessities of themselves or their families.
Citizens and permanent residents of South Africa who meet one or more of the following criteria and have insufficient resources are eligible for Social Relief of Distress:

  • The applicant is anticipating payment of a previously authorized social award.
  • For less than six months, the applicant has been found medically incapable of performing remunerative work.
  • The breadwinner has passed away, and the application is submitted within three months of his or her passing.
  • No maintenance is obtained from a parent, child, or spouse who is legally obligated to pay maintenance, and paperwork demonstrating that efforts to get maintenance were fruitless is presented.
  • That person’s family’s breadwinner has been admitted to a state-funded institution (prison, psychiatric hospital, state home for older persons, treatment center for substance abuse, or child and youth care center).
  • The applicant has been impacted by a disaster as defined by either the Disaster Management Act or the Fund Raising Act, both of which were passed in 1978.
  • There is no other organization or individual aiding the individual.
  • Refusing to seek for social assistance will result in unnecessary hardship.

Distress Social Relief Period (New Policy)

  • Social Relief of Distress is distributed once a month for a maximum of three months. In exceptional circumstances, a three-month extension may be granted.
  • It should be noted that a person who receives a social grant cannot also receive social distress support. Anyone who receives both social assistance and a grant must repay the social assistance value. This sum will be subtracted from all future social grant payments, including arrears. However, if the person receiving a social grant received disaster assistance, that amount will not be recovered.
