TVET Post Provisioning Norms (PPN) & Standardized Structure Implementation Report

The TVET PPN Policy aims to assist in the implementation of CET Act Section 20, which grants the Minister the authority to create positions within a structure that is compensated in accordance with the Department’s budget and strategy.

BACKGROUND

Following roughly three years of consultation with key stakeholders, including College Senior Management teams, Labour, TVET College Governance Council (CGC) exec, TVET Branch senior management, DHET Exco, and Corporate Services HR teams within the Department, the TVET PPN model, and standardized college structure were approved by the Minister and signed off on 18 December 2019.

Following the approval, the PPN Technical Workgroup (TWG) held pre-implementation workshops between February and March 2020 with all 50 college management teams with the aim of discussing and confirming the clarity of the principles outlined in the then-draft PPN Implementation Procedure Manual and making sure the college management understood what would be required moving forward. As a result of these workshops, all colleges undertook an initial desktop exercise that required them to choose their college structure (Deputy PI or DPR), propose staff matching and placement, identify staff eligible for moving from college payroll to personal payroll, and identify critical positions for hire. The workshops gave colleges advice on general concepts pertaining to the various desktop exercises, which must now be completed as specified in the final PPN Implementation Procedure Manual by the College Implementation Committees that have now been established in all colleges. The PPN Implementation Policy and Procedure Manual were finalized and subsequently approved by the DG on 9 November 2020 to serve as a guide for colleges implementing PPN after receiving input from college management teams.

 PPN Policy

The TVET PPN Policy aims to assist in the implementation of CET Act Section 20, which grants the Minister the authority to create positions within a structure that is compensated in accordance with the Department’s budget and strategy. The Public Service Act, which the Minister uses to enforce the policy, holds the College Principals accountable and in charge of carrying out the Departmental HR Policies and Procedures.

The PPN Policy covers the following:

  • (a) Norms for academic posts
    (b) Norms for management and support posts and
    (c) Standardised structure
