It was recently announced that some Child Support Grant (CSG) recipients will be eligible for an increase in their payments. The Social Assistance Amendment Act, which seeks to improve social assistance benefits for orphans and vulnerable children, was recently gazetted by the Department of Social Development (DSD).

Caregivers will receive the current grant amount of R480 in addition to an additional R240 (50 percent of the basic CSG), bringing the total amount received to R720.

In the 2022/23 fiscal year, it is anticipated that 191 200 beneficiaries will benefit from this new initiative. In the fiscal years 2023/24 and 2024/25, this number of beneficiaries is anticipated to rise to 238 500 and 287 400, respectively. The estimated cost of CSG top-up for the 2022/23 fiscal year is R550.66 million; however, due to implementation delays, this number will be lower.

According to the DSD, there have been delays in translating the regulations, and it is anticipated that they will be published in June 2022. The top-up (R240) and CSG will be paid to potential recipients in one payment after they apply for the grant.

The CSG top-up grant will be a permanent support measure once it is enacted into law. This is given that recipients meet the passing models for the award.

• – certified copies of the child’s parent/s’ death certificates; or – if the applicant is unable to obtain the death certificate of one of the child’s parents, a certified copy of one parent’s death certificate and an affidavit by the applicant attesting to the unknown status of the child’s other parent.
