Under the Continuing Education and Training Act of 2006, all colleges in South Africa must be registered with the Department of Higher Education and Training (DHET). It is illegal if an institution is not registered with a department of education. The Higher Education Quality Committee (HEQC) and Umalusi should both accredit private colleges. Colleges that fall under this category and are registered with the Quality Council For Trades & Occupations (QCTO) are exempt from registering with DHET.

PURPOSE

  • The Technical and Vocational Education and Training (TVET) branch in the Department is responsible for dealing with TVET Colleges and consists of the following programs and sub-programs:

  • Exam Management and Monitoring
  • Lecturer Development

​Office of the Deputy Director General: TVET

The branch’s mission is to plan, develop, monitor, and assess national policy, programs, assessment practices, and systems for vocational and continuing education and training, including technical and vocational education and training (TVET) colleges and Community Education and Training Colleges.

​​​Programs and Qualifications Chief Directorate

  • Programs and Qualifications develop and maintains high-quality vocational education and training programs, assist in the implementation of student support services, and provide leadership and support for lecturers’ training and development.

Systems Planning and Institutional Support Chief Directorate

  • Systems Planning and Institutional Support provide a framework, coordination, and support to TVET colleges in order for them to manage, govern, and deliver vocational and occupational programs in an efficient and effective manner, as well as manage TVET colleges’ subsidies and transfers.
  • It also governs the provision of education and training by private education institutions that offer qualifications on the general and further education and training sub-frameworks.
